The council was established in January 2020, with the aim of contributing to the improvement of welfare in Sapporo and developing an abundant region in which it is comfortable to live. In order to do this, discussions are held on the measures necessary to ensure the smooth occupancy of rented housing with regard to those in need of consideration when attempting to secure such housing, especially the elderly and those with disabilities, based on the "Act on Promotion of Offering of Rental Housing to Persons Requiring Special Assistance in Securing Housing".

Those with problems regarding housing should first contact "Mina Smile Sapporo" by phone or fax to make a consultation appointment.
An interview will be held at "Mina Smile Sapporo" in which a specialist counsellor will listen to your problems regarding housing.
Family members, care managers or other people who provide support may also join you at the interview.
In response to the contents of the consultation, applicants will be introduced to housing for the elderly or rented housing.
In some cases, applicants may also be introduced to livelihood support services or a welfare consultation desk.
